Franklin County Department of Social Services Commissioner Michele Mulverhill has announced they will begin taking application for the regular HEAP benefits for the 2020-2021 season on Nov. 2.

If you were in receipt of Temporary Assistance on Sept. 11, you may not need to apply to receive HEAP benefits. You should automatically receive HEAP benefits if eligible. If you have any questions about your HEAP benefits, you may contact your worker after Nov. 2.

If you were in receipt of SNAP benefits as of Sept. 18, you may not need to apply to receive HEAP benefits. You should automatically receive HEAP benefits, if eligible. If you have questions about your HEAP benefit, you may contact 518-481-1807 after Nov. 2.

If your case was opened after the above dates, you will need to complete an application for HEAP so that eligibility may be determined. Franklin County will start accepting applications beginning Nov 2. To receive an application packet, you may contact the Department of Social Services HEAP office at 518-481-1807. You may also apply for HEAP benefits online at www.mybenefits.ny.gov. Franklin County is also using the NYDocSubmit program, which is available on Google Play and the Apple App Store, for submitting documents to our agency.

If you received an early outreach application from the HEAP bureau in Albany and need assistance in completing the application, you may call the Office for the Aging at 518-481-1527 or 1-800-397-8686, ext. 527. These applications should be completed and returned to the Department of Social Services or the Office for the Aging. If you received one of these application and are eligible, please remember, no benefits will be authorized until HEAP opening on Nov. 2.

Any individual that did not receive an early mail-out application will need to contact the HEAP Department at 518-481-1807 to set up an appointment for a face-to-face or telephone interview. Please remember that our office has moved to 184 Finney Blvd., Malone. This year we will be only using the main front entrance of the building for dropping off of applications and information.

The Department of Social Services will also have interview appointments available at our outreach office. To set up an appointment in Saranac Lake, you may contact 518-891-0240, ext. 1.

The Heating Equipment Repair and Replacement component of HEAP is open. You may contact 518-481-1807 to set up an appointment.

The Emergency Heap component is scheduled to open Jan. 4.
