n James L. Labarr, 27, of Bombay, was charged by New York State Police with driving while intoxicated, first-degree operating a motor vehicle while impaired by drugs, seventh-degree criminal possession of a controlled substance and reckless driving, all misdemeanors, in connection with an incident on State Route 37 in the city of Ogdensburg. Labarr had been charged June 4 with third-degree criminal possession of a controlled substance and fourth-degree criminal possession of a controlled substance, both felonies; and first-degree driving while ability impaired by drugs, a misdemeanor, in connection with a hit and run crash on State Route 95 in Bombay. He was charged less than 24 hours later with third-degree criminal possession of a controlled substance, a felony, in connection with an incident in the village of Massena and with seventh-degree criminal possession of a controlled substance, reckless driving and second-degree aggravated unlicensed operation of a motor vehicle, all misdemeanors, in connection with an incident on U.S. Route 11 in the town of Stockholm that took place roughly four hours before his arrest in Massena. Labarr had been sentenced in 2018 to 46 months in federal prison after pleading guilty to his involvement in a smuggling operation that distributed oxycodone in Akwesasne. He was issued an appearance ticket on the latest charges.

n Amy L. Waldrif, 47, of Constable, was charged by New York State Police with petit larceny, a misdemeanor, in connection with an alleged shoplifting incident at Consumer Square in Plattsburgh. Issued an appearance ticket.

n Shaquanna S. Latney, 29, of Malone, was charged by Malone Village Police with disorderly conduct, a violation. She was also charged with violating the terms of her conditional release on an earlier charge. Released under the supervision of the Franklin County Probation Department.

n Brandy J. Fisher, 27, of Moira, was charged by Malone Village Police with petit larceny, a misdemeanor. She had been charged the previous day by New York State Police with the same offense in connection to an incident in the town of Bombay on June 18. Fisher has a history of arrests for thefts and was released on parole in July after serving about a year of a two- to six-year prison sentence stemming from a 2017 arrest on charges of fourth-degree grand larceny, second-degree forgery and fourth-degree criminal possession of stolen property. Issued appearance tickets. To appear in Malone Town Court on Aug. 13.

n David E. Carrier, no age given, of Brattleboro, Vt., was charged by Malone Village Police with third-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor; and improper turn, a Vehicle and Traffic Law infraction. To appear in Malone Town Court on Aug. 13.
